Ira Dei is run like a benevolent monarchy. While the leader technically has all the power, realistically the leadership are the ones who lead and run the clan, with ultimate decision making down to them and the leader. This is for people to more easily understand the command structure. At this time we're all just enjoying playing the game, with no schedule set for anything.
